Changing backgrounds to blocks

Is there a way to edit the CSS so that the background "padding" to Portal blocks can change colour on roll-over / hover (call it what you will lol)?

What I'd like to do is to have a semi-transparent, repeating GIF/PNG image as the permanent background, which then switches to a full-blown "#ffdd00" yellow, when the mouse is hovered over the block.

I appreciate that this may impact elsewhere in the forum, but that's something that I would be comfortable with I think.

No, I think it's just the standard "solid" RRGGBB values
